The Caribbean Tertiary Level Personnel Association (C.T.L.P.A.) has its genesis in 1996 as the first professional Caribbean organization for Student Services/Affairs administrators and professionals. The organization is the first international Chartered Division of the American College Personnel Association (A.C.P.A.), a body that boasts a membership of over eight thousand (8,000).

The Caribbean Tertiary Level Personnel Association seeks to:

  • Enhance an academic approach to qualitative/effective learning.
  • Enhance the professional development of Student Services personnel through seminars, workshops, exposure to related literature, participation in international conferences and updating members on various academic offerings.
  • Enhance the holistic approach to student learning and development by facilitating members in developing and implementing intentional out-of-classroom learning activities that support classroom learning.
  • Collaborate with faculty in creating learning experiences that will foster responsible behaviour and educationally desirable outcomes.
  • Sensitize students to the working world expectation of a tertiary level graduate.
  • Encourage students to take the responsibility for their learning.
  • Develop a common view of ‘what matters’ in College/University.
  • Facilitate a learning environment that gives expression to individual and group talents, appreciate differences, facilitates cultural expressions and encourage out-of-classroom interaction among faculty, students and members of the society at large.
  • Emphasize the value of service learning and community involvement.

To date, the C.T.L.P.A. membership comprises college and university personnel in Barbados, Trinidad & Tobago, Jamaica (CTLPA Chapters) and Bahamas, Bermuda, Guyana, St. Lucia and Grenada. Over the years, participants from Turks and Caicos, Suriname, Dominica, and the Virgin Island have also attended CTLPA conferences. In addition to Dr. Jackson, participants from the USA attended the 2009 conference.

In 2004 & 2007 C.T.L.P.A. received the Outstanding State and International Division award from A.C.P.A.; Dr. Thelora Reynolds was the Diamond Awardee for 2005 and Coordinator International Division 2006-2008; Mrs. Merrit Henry, was the ACPA Diamond Awardee for 2007. Mrs. Jacqueline Austin was the Diamond Awardee for 2008 and Coordinator International Division 2009-2011. Mrs. Miller-Vaz recipient of the ACPA’s State and International Division Leadership award 2008.
